I wasn't able to watch the speech as it happened, however, I'm seeing it right now via NOTICIAS BOLIVIANAS. See it on your own, so far it feels like campaign talk all over again. I'll comment later, now go see the videos!

It was shown live on CNN en Español and went on and on. You are right about the content of the speech. I was very very disappointed in the tone and re-hashing of things from the campaign. AGL was brief and straight to the point, as usual.
